People in Pakistan commonly search:
- NADRA Marriage Certificate
• NADRA Nikah Nama
• Computerized Nikah Nama

But legally:
NADRA does NOT issue marriage certificates.
NADRA only maintains the central civil registry database (CRMS).
What CRMS Actually Is
CRMS = Civil Registration Management System
This is NADRA’s national civil database which stores:
- Birth records
• Marriage records
• Divorce records
• Death records
NADRA originally designed and controlled this system and in early years NADRA itself issued civil certificates on NADRA stationery with its monogram.
Later:
NADRA formally transferred issuance authority to the Local Government Department.
Who Issues Certificates Today
Today, all civil certificates are issued by:
- Union Councils / Union Committees
• TMAs
• Cantonment Boards
• Arbitration Council (Islamabad only)
They issue certificates after verifying CNIC data from NADRA CRMS.

NADRA now performs:
- Identity verification
• CRMS clearance
• QR Code issuance
Every Marriage / Birth / Divorce / Death certificate now carries a NADRA-issued QR Code which authenticates the document at national & embassy level.
